The Mahoning Valley Technical Procurement Center (MVTPC) is a non-profit program operated by the Eastgate Regional Council of Governments, and the Mahoning Valley Economic Development Corporation to assist local small businesses in identifying and securing federal, state and local government contracts, and sub-contracting opportunities. The Mahoning Valley Technical Procurement Center offers your small business the technical expertise, resources, and specialized assistance, guidance and counseling necessary to enter this highly competitive marketplace. Ohio Manufacturing Extension Partnership
Ohio Minority Business Development Agency (MBDA) Business Center
MBDA provides funding for a network of minority business centers located throughout the nation. The Centers provide minority entrepreneurs with one-on-one assistance in writing business plans, marketing, management and technical assistance and financial planning to assure adequate financing for business ventures.
The Centers are staffed by business specialists who have the knowledge and practical experience needed to run successful and profitable businesses. Business referral services are provided free of charge. However, the network generally charges nominal fees for specific management and technical assistance services.
MBDA strives to create a new generation of minority-owned businesses generating $100 million in annual revenues. The strategic focus is to maximize job creation and global competitiveness for minority-owned businesses and to foster innovation and entrepreneurship with minority-owned businesses in high-growth industries.
The MBDA Business Center located in Cleveland, OH is operated by Commission on Economic Inclusion.

Procurement Technical Assistance Centers (PTAC) Program
The Procurement Technical Assistance Centers (PTAC) Program helps businesses sell goods and services to local, state, and federal government agencies by providing marketing, training, technical, and quality assurance counseling. The PTAC also assist state agencies and departments in their efforts to comply with federal and state procurement diversity goals. In addition to counseling, training, and information resources, the centers offer the following services:
• Bid-matching service
• Product and procurement histories
• Military specifications
• Trade events (connecting federal buyers with Ohio firms)
Ohio businesses that wish to expand product and service markets to local, state, and federal government agencies are eligible.
The Procurement Technical Assistance Centers provide specialized assistance for Veteran-owned Small Businesses.
Procurement Technical Assistance Centers (PTAC) Program PTAC offer information and counseling assistance through a network of centers throughout Ohio. The network maintains offices located in Athens, Cincinnati, Columbus, Dayton, Kent, Kirtland, and Toledo. Additional full-service centers are located in Youngstown and South Point.
The PTAC Program is operated in partnership with the Office of Business Assistance, the Ohio Small Business Development Centers, and the U.S. Department of Defense.

Southern Ohio Procurement Outreach Center (SOPOC)
The Lawrence Economic Development Corporation Procurement Outreach Center, also known as the Southern Ohio Procurement Outreach Center (SOPOC) is a non-profit Procurement Technical Assistance Center (PTAC). The mission of the PTAC program is to provide assistance to small businesses desiring to enter local, state and federal government markets, as a means to support economic development, and to foster the retention and creation of jobs. All services provided by the Southern Ohio PTAC is free of any charges.
One of the most important services provided by the Southern Ohio Procurement Outreach Center (POC) is counseling. The Procurement Outreach Center can help you:
Acquire necessary registration with various government agencies;
Develop a marketing plan that identifies government agencies who buy your products and/or services;
Identify sub-contracting opportunities that increase your business;
Understand and utilize Electronic Data Interchange (EDI) and Value Added Networks (VANS) that access government contracting information; and,
Utilize reference and resource materials.
